Bryan contract OK’d, salary unclear

ALPENA — District Health Department No. 2 on Monday renewed its contract with Health Officer Denise Bryan for another three years, but it remained unclear how much Bryan is being paid.

That department serves Alcona, Iosco, Ogemaw, and Oscoda counties. District Health Department No. 4 — which serves Alpena, Presque Isle, Montmorency, and Cheboygan counties — contracts with District Health Department No. 2 for Bryan’s services.

The District No. 4 board last week approved a new three-year contract for Bryan’s services.

District No. 2 board Chairman Don O’Farrell, an Iosco County commissioner, said Bryan will receive a wage freeze during the first year of the contract because of the “unsureness of the economy” and the board will renegotiate her salary the following two years. The board will also allow Bryan to continue sharing her services with District No. 4, which pays a percentage of Bryan’s salary and benefits established by District No. 2.

It was not immediately clear, however, how much Bryan makes as health officer.

O’Farrell said he did not know Bryan’s salary. Bryan could not be reached for comment on this story, and District No. 2 spokeswoman Tracey Wood confirmed receipt of an email asking for Bryan’s salary last week but has not provided the information to The News.

O’Farrell said Bryan “earned top marks … in all categories” on her evaluation.

He said the Health Department was in a financial mess about eight years ago, when the board was concerned about making payroll. Under Bryan’s leadership, O’Farrell said, the department has been able to pay the bills easily and has given employees raises.

“It’s been a major improvement,” he said.

O’Farrell said the board also agreed to give District No. 2 employees a one-time payment of $1,000 for the work they’ve done during the coronavirus pandemic.

District No. 2 officials continue to negotiate a contract with the American Federation of State, County, and Municipal Employees, which represents several department employees, from secretarial staff to nurses. That contract expires on Dec. 31.

“We’re pretty close to a contract,” O’Farrell said.
