ALPENA — The Alpena Police Department is encouraging all residents to learn and follow

Michigan’s electric bicycle (E-bike) laws to help keep riders, pedestrians, and motorists safe.

E-bikes have become increasingly popular throughout Alpena for recreation, commuting, and

transportation. While they offer many benefits, riders must understand that E-bikes are subject to specific rules under Michigan law.

Know the Three Classes of E-Bikes

• Class 1: Pedal-assist only, with assistance stopping at 20 mph.

• Class 2: Throttle-assisted and pedal-assisted, with motor assistance up to 20 mph.

• Class 3: Pedal-assist only, with assistance stopping at 28 mph.

Key Michigan E-Bike Laws

• Class 1 and Class 2 E-bikes may generally be used wherever traditional bicycles are allowed.

• Class 3 E-bike riders must be at least 14 years old.

• Riders and passengers under 18 years old on a Class 3 E-bike are required by law to wear a

helmet.

• Riders must obey all traffic signals, stop signs, and roadway laws that apply to bicyclists.

• E-bikes are designed to function as bicycles, rather than motor vehicles.

• E-bikes must have an electric motor of 750 watts or less. Otherwise, they do not meet the legal

definition of an E-bike.

• No license, registration, or insurance is required under Michigan law.

• Currently, E-bikes are allowed on sidewalks in the City of Alpena.

Safety Tips for Riders

• Wear a helmet every ride — regardless of age or E-bike class.

• Use lights and reflective gear when riding at dawn, dusk, or night.

• Check brakes, tires, and battery condition before riding.

• Ride predictably and signal turns so drivers and pedestrians can anticipate your movements.

• Avoid carrying extra passengers unless the E-bike is designed and equipped for it.

• Ride at a speed that is safe for road, weather, and traffic conditions.

• Slow down when conditions change and be aware of pedestrians, other bikes, and vehicles.

A Message to Parents and the Community

The Alpena Police Department encourages parents and guardians to review E-bike rules with young riders. Higher speeds and heavier bicycles can increase the risk of serious injury if riders are inexperienced or not wearing proper safety equipment.

E-bikes can be a safe and enjoyable way to travel around Alpena when riders understand the law and use good judgment. Our goal is to provide education and prevention so everyone can share the road safely.
