Why can’t water treatment plant be moved?

Why is the water treatment plant on prime frontage? I am somewhat new to the area and have been thinking of this every time I pay my water bill or go downtown and the wind is blowing onshore. Can anyone else smell it?

Good thing a hotel will be built two blocks from it and they can have a perfect vantage point to smell it. It wouldn’t be hard to pump it further north where there is lots of empty space.

North of the cement plant would be good. This will free up prime lake/river frontage for a development. I know the city resists change, but this would be a worthwhile investment for the good of our town and not just for tourism.
