ACC receives highest level of opinion in 2025 audit

ALPENA — The fiscal year 2025 audit report has been completed by Straley Lamp & Kraenzlein P.C. for Alpena Community College with no cause for concern.

The ACC board of trustees voted to accept and approve the report at their regular meeting on Thursday night.

The audit report from Straley Lamp & Kraenzlein P.C. reads, “In our opinion, the financial statements referred to above present fairly, in all material respects, the respective financial position of the businesstype activities and the discretely presented component unit of the College as of June 30, 2025 and 2024, and the respective changes in financial position, and,

where applicable, cash flows thereof for the years then ended in accordance with accounting principles generally accepted in the United States of America.”

“I am pleased to say you were issued an unmodified opinion,” CPA Chelsea McConnell said. “That’s a clean opinion. That’s the highest level of opinion that can be issued in a financial statement audit, and it means that we do believe that financial statements are presented fairly in all material respects.”

No deficiencies in testing for risk factors like management override of control were found, McConnell said. Management override of control is when management uses its authority to bypass or ignore policies and procedures that are in place to prevent fraud and ensure accuracy.

“I am pleased to say that we didn’t encounter any difficulties in performing our audit, nor did we have any disagreements with management. We also didn’t have any uncorrected adjustments.”

IN OTHER BUSINESS

*The ACC Board of Trustees approved on first reading proposed Policy 7014 Anti-Hazing Policy. The proposed policy will be scheduled for second reading at the next regularly scheduled meeting of the Board of Trustees on Nov. 20.

College officials, with direction from the Clery Committee and College Attorney, are directed to prepare the required Campus Hazing Transparency Report in accordance with the Stop Campus Hazing Act.

*The ACC Board of Trustees approved the new Policy 1018 Trustee Code of Ethics on first reading.

*The ACC Board of Trustees approved the proposed changes to Administrative Procedure 5527, Conflict of Interest Procedures, on first reading.

*The ACC Board of Trustees voted to authorize staff to submit the ACC Five-Year Campus Master Plan 2027-2031 for capital outlay to the State Budget Office.

*The ACC Board of Trustees voted to authorize the President to properly execute the attached Notice of Federal Interest, with the attached legal description, in recordable form as approved by the College Attorney, and to record such Notice of Federal Interest with the Alpena County Register of Deeds and to deliver the same to the U.S. Department of Agriculture.

*The ACC board of trustees approved the installment purchase agreement for the new student housing project.

*The ACC Board of Trustees voted to authorize the President to enter into an easement agreement with Alpena Power Company on terms that are reasonable and mutually agreeable, over and across such property as determined by the parties, subject to approval by the College Attorney of the terms and legal description, and in conformance with all requirements of the Federal Energy Regulatory Commission.
