Some thoughts on future of Alpena water/sewer

As a lifelong resident of Alpena County, I have followed the dispute between the city and Alpena Township over water rates. I’ll reserve my opinion on the matter for another time.

Things to consider are the fact that the city water/sewer infrastructure is about 100 years old, and the very oldest part to the township dates to about 1975. It has to be obvious that at some point, the city is going to have to go through a major rebuild of its system. At the same time, there are questions about the township’s maintenance of it existing system.

I shall not throw rocks.

I do propose a long-term solution.

Create a combined city/township water/sewer district. Charge that entity with the responsibility with district-wide reconstruction and maintenance. Grant the district the authority to enact those policies and procedures necessary to carry out its responsibilities.

To start, with the approval of the city and township, form an ad hoc committee of knowledgeable citizens that are not holding an elected office, or working for either entity.

Ask this committee to outline in broad strokes the responsibilities and authority of a water/sewer district including anything the committee feels should be considered. This committee should look for and encourage community input. This document to be submitted both political entities for further action.

It’s time to think outside the box, and look to the future, 30, 40 or even 50 years hence.
