City to discuss property purchases

Potential pact with owners made to avoid eminent domain

MARQUETTE — The Marquette City Commission at its regular meeting Monday will consider some property purchases for the hospital project — avoiding the use of eminent domain — along with bids for an accessibility/improvement project at Father Marquette Park, city manager and attorney evaluations and other decisions.
City staff have reached an agreement with Jan Johnson and Linda Johnson for the purchase of their property at 518 S. Seventh St, which the commission had approved for seizure by eminent domain in May.
The commission will decide whether to approve the purchase agreement for a cash payment of $290,000, funded through the brownfield plan for the UP Health System-Marquette replacement hospital, according to city documents.
The commission will also consider purchase of property needed for the project at 601 Fisher St. at a negotiated cost of $42,000.
Staff is also requesting approval of an amended scope of work for the hospital transportation project at a not-to-exceed amount of $10,000 to pay consultants at DLZ Michigan for additional hours worked. The costs are reimbursable under the Act 381 brownfield plan for the hospital, according to city documents.
In order to provide access improvements to Father Marquette Park, the city received a Michigan Natural Resources Trust Fund grant in 2015 for $140,000 with the Marquette Beautification & Restoration Committee providing $60,000 in local matching funds.
The commission will decide whether to award the work contract to low bidder U.P. Concrete Company. The state has approved it pending local approval. No city funds will be used. Alternate prices for concrete versus asphalt were given.
The commission will also move ahead on reviews of the city manager and attorney.
The city charter requires the commission to conduct annual performance reviews for the city manager and city attorney. Past practice has been to appoint three commissioners to serve on a committee to review the evaluations completed by all commissioners and make a recommendation regarding any adjustment to the manager’s compensation or terms of employment, according to city documents.
The commission will also have a discussion about National Fire Protection Association codes and consider a lease agreement with Superior Hockey.
A public hearing will be conducted to consider the rezoning of property at 621 Fisher St.
