David Resnick wrangles the wind for a skateboard ride near Bay View Park on a blustery Tuesday afternoon. He rigged up a sail boat spinnaker as a sort of kite, holding onto a pair of ropes to control it. "I race ynglings, and my dad had a few old spinnakers, so I thought I'd try it," he said. As of 4:45 p.m., the weather station at the nearby Alpena Harbor Light registered wind speeds of 17 miles per hour and gusts up to 27 miles per hour.
