Every member of each household uses some sort of transportation. Whether it is electric, hybrid car, gasoline, diesel, public transportation, bike paths, etc. This tax would raise approximately $4.8 billion. Additional revenue (probably another Billion or more) would come in from small businesses that have utilities.
