Choice of closed session no reason for recall

Why did the City Manager go to a closed meeting for discussion? The law states the discussion can be at an open forum or a closed meeting. Things that are discussed at closed meetings cannot be made public. In my opinion as the Police Chief, I served at the discretion of the City Manager. I had no contract. I guess I would not ask for a closed session. I guess we will never know why the closed session. Although I disagreed with the Council's decision to discontinue the Retirees COLA (Previous Manager and Council). I believe they have the taxpayers interest in mind as I see no reason for a recall. If you disagree, do it at election time.
