Just wondering if, for one of their options, the City of Alpena has considered going to a university to get help from undergrads or graduate engineering team. They may be able to help and cost a lot less.

Years ago, when the new Public Service building on Chisholm was being excavated for the work, they found a WOODEN main under the street. That should have been the first indication there would be a problem. Lack of foresight with that discovery is costing residents NOW. Where was a City Manager then?
