Did bridge work have role in collapse

I read in this morning’s News that insurance won’t cover the repairs to the North Riverside Park Boardwalk. The City says that it was caused by erosion of the ground below it. I would think that having the fourth wettest Spring on record aggravated the erosion problem but I haven’t seen that the City has considered the ground vibration that occurred from months of bridge construction during this same time. Would insurance cover the repairs if this contributed to the collapse?
