APS board approves its 2018-19 general appropriations budget

ALPENA — The Alpena Public Schools Board of Education approved its 2018-19 general appropriations budget during its meeting on Monday with over $41 million in revenue to appropriate, over $38 million in appropriated expenditures, and a fund balance of $2.9 million.

Revenues include local, state, federal, and other financing sources. Expenditures include instruction, support services, community services, and other financing uses.

Assistant Superintendent of Operations Diane Block said total revenues is over $38 million, which is down $1.5 million from last year.

“The reason that’s down is related to grants because we get grants throughout the year,” Block said.

Block said the appropriated expenditures are decreased from last year because of grants.

“Almost all of our grants are dollar for dollar reimbursement-based so if we don’t have the revenue, we don’t have the expenditures,” she said. “If you take it out of one, you’re taking it out of the other.”

Block said next year’s fund balance would be over $3 million. She said there are assumptions for the budget, including not knowing how many students there are until count day in October.

Block said enrollment is projected at 3,770 students for next school year.

“That’s a little bit less conservative than in the past because of the homeschool partnership that we’re hoping to get up and running next year,” she said. “The other big assumption is the state aid and the state aid is $240 more per student so there’s about $38,000 of revenue that’s not reflected in the budget.”

The food service fund was appropriated $2,709,347, long range maintenance projects fund was appropriated $350,000, long range technology projects fund was appropriated $156,100. Block said the long range maintenance fund includes the purchase of three buses.

The budget will take effect on July 1 and the board approved the budget unanimously.

The board also approved breakfast and lunch prices for next school year. Breakfast at both the elementary and secondary schools is going to be $1.75 and lunch is going to be $2.75 at the elementary schools and $3 at the secondary schools.
